NEW! Middle Housing, ADUs, Lot Splitting and More – From Feasibility to Permitting

This interactive workshop offers a comprehensive overview of Washington State’s Growth Management Act (GMA) and its impact on local land use and housing development. Participants will gain practical insights into how cities and counties are implementing recent legislation and applying planning tools to support housing diversity and affordability.

The class blends presentations, real-world case studies, and a small group exercise where participants will apply code requirements to actual housing scenarios—building a stronger understanding of how policy translates into practice.

Key Topics include:

  • Understanding the Growth Management Act (GMA) and its role in guiding land use decisions
  • How local governments are adopting new codes to enable:
    • Middle Housing (duplexes, triplexes, courtyard housing, etc.)
    • Accessory Dwelling Units (ADUs)
    • Lot splitting and unit lot subdivisions
  • Practical distinctions between permitted vs. buildable development
  • Tools and strategies for aligning policy goals with real-world implementation

By the end of this session, participants will:

  • Understand how state and local policies shape housing opportunities
  • Be equipped to navigate local code requirements and planning processes
  • Gain confidence in supporting Middle Housing and ADU projects within their communities

Instructor: Clay White, Director of Planning at Kimley-Horn
With 27 years of land use planning experience, Clay has worked with private clients, cities, and counties across Washington State—nearly 18 of those years in public-sector planning and leadership roles. He has extensive expertise in housing legislation, development regulations, comprehensive planning, and statewide guidance for middle housing and ADUs.
